Budget Analyst 2 (UCP 7), Office of Budget and Planning

THE POSITION:

University of Connecticut's Office of Budget and Planning is seeking applications for the position of Budget Analyst 2 (UCP 7). Under the general supervision of the Director of Business and Analytics, the successful candidate will be responsible for assisting in the preparation of the University's annual budget; establishing proper budget controls; maintaining, generating and analyzing financial data; and financial planning for university decision making.

Serving as a liaison between the Office of Budget and Planning and other University units, the Budget Analyst will provide guidance and oversight of departmental financial management activities. The Budget Analyst will work independently and as part of a team while providing financial data analysis, modeling, forecasting, and resource allocation.

Duties and Responsibilities

1. Serve as liaison between the Office of Budget and Planning and Units across the University:
  • Provide guidance and oversight of assigned departmental financial management activities.
  • Ensure that financial managers have access to financial information that is accurate, complete, consistent, relevant, timely and comprehensible.
  • Assist in preparing documents, providing analysis, and properly executing the annual budget process.
  • Answer inquiries concerning revisions to existing or new financial/budget developments and recommend modifications as necessary.
  • Assist financial managers and decision makers in planning and evaluation; identify opportunities for reducing costs and improving performance.

2. Perform financial modeling and forecasting:
  • Work collaboratively to understand business requirements, conceptualize, develop and execute financial models in support of strategic programs and initiatives.
  • Aggregate information from a variety of sources for use in analyzing future plans and forecasts.
  • Summarize findings regarding financial plans, operating forecasts and/or similar complex financial matters.

3. Act as strategic resource:
  • Effectively translate financial and analytical concepts to a wide variety of audiences, including developing budget training materials.
  • Anticipate, identify, and raise potential financial opportunities, issues, risks, ideas, and solutions.
  • Keep abreast of developments and trends which may require new studies or modification of current projects or practices.
  • Represent the University at meetings or conferences; serve on various University committees as needed or required.
  • Establish procedures and meet critical deadlines for collecting and updating required information in order to complete projects in a timely and accurate manner.

Minimum Qualifications
  1. Bachelor's degree in business, economics, accounting, or related area, or equivalent experience and training.
  2. Three years' experience in budgeting, accounting, data analysis, or related area.
  3. Excellent oral and written communication skills, including the ability to clearly explain complex materials to various constituencies across the University.
  4. Excellent interpersonal skills and the ability to work with sensitive information in a professional manner.
  5. Excellent analytical and quantitative skills.
  6. Ability to work independently exercising sound judgment in resolving issues.

Preferred Qualifications
  1. Master's degree in business, economics, accounting or related area.
  2. Strong computer skills including the ability to design and write query programs for budgetary purposes.
  3. Experience with systems and Web based query tool, specifically budget/financial/HRIS experience is a plus.
