Job Summary:
The Department of Mechanical Engineering (ME) in the College of Engineering at the University of Wisconsin-Madison enrolls more than 700 undergraduate students and approximately 230 MS and PhD graduate students from all over the world, and has 30 faculty members, 15 staff members, and resources exceeding $16 million annually with funding designations including but not limited to; 101, 133, 135, 144, & 150. Under general supervision of the Department Chair, the Financial Specialist provides fiscal, transaction and process support and administrative support for the Department of Mechanical Engineering customers and staff. The position serves as the first point of contact for Department faculty, grad students, and support staff, for advice, direction, training, and problem resolution related to financial transactions and processes.
Under general supervision of the Department Manager and as a backup to the ME Accountant Journey, the Financial Specialist Advanced position is responsible for developing and maintaining financial data and appropriate record keeping systems for multiple grant and program areas (instructional, research, summer student programs, faculty allocations) for the Department and related centers. This position performs exact accounting, recordkeeping, tracking, projecting, reporting, and analytical services; is responsible and accountable for proper controls and the accuracy of each transaction; and provides fiscal management of federal, state, gift and foundation supported accounts.
This position trains, provides advice, interprets rules, regulations, policies, and guidelines to faculty, staff, graduate assistants, colleagues, and the general public. On-going contacts are maintained with a variety of UW personnel in the offices of Business Services, Research and Sponsored Programs, Graduate School, College of Engineering Dean's Office, Purchasing Services, Physical Plant, Car Fleet, MDS, and Property Control--in addition to individuals outside the University (funding agency personnel, research administrators, grant/contract sponsors, external vendors, general public, etc.). Must have knowledge of University accounting systems, UW Foundation policies, travel regulations, payments and reimbursement regulations, limits, procedures, and options, purchasing and p-card rules and procedures, and federal contracts administration.
This position requires a thorough knowledge of university, college and internal departmental operating procedures; application of established accounting principals and interpretation of ever changing agency, state, federal and donor rules and regulations in the maintenance, reconciliation and analysis of accounts. Extensive knowledge of established accounting and bookkeeping principles and best practices as well as of UW-Madison purchasing and travel rules and regulations are also required. Must be extremely well versed in the use of computerized accounting systems and web based programs. The position has been delegated signature authority by the COE Business Services Office to approve financial transactions.
