Job Summary:
California State University, Fullerton is searching for a Payroll Technician II. Be an integral part of shaping the future of California State University, Fullerton. We, at the division of Human Resources, Diversity and Inclusion, are seeking a driven, versatile, and eager professional to join our dynamic, award-winning team. This individual will be instrumental in supporting the university's Payroll, Benefits and Retirement program by upholding standards, policies, and procedures.

Under general supervision, the Payroll Technician accomplishes work with a greater degree and thorough knowledge of all types of payroll and personnel transactions for all employee categories. Processes payroll transactions in the state payroll system PIMS and ERP/HRIS (CMS). Serves as a member of a team, responsible for operating ERP/HRIS, PeopleSoft/Common Management System, (CMS) baseline, and Cal State University Fullerton's (CSUF) custom personnel and payroll processes. As the campus liaison to departmental timekeepers and administrators, the Payroll Technician researches and resolves unique and recurring concerns. Specific responsibilities include, but are not limited to, absence management reporting, temp faculty, time and labor reporting, and retirement plan enrollment. Processes intermittent/hourly and miscellaneous pay, as well as faculty and staff salaried pay. Provides user support and excellent customer service to the campus community. Maintains familiarity with campus processes and practices, as well as state and federal regulatory requirements including, but not limited to, education code, State Administrative Manual (SAM), California government code, the Fair Labor Standards Act (FLSA), payroll policies and procedures (PPM), SCO personnel letters, CO technical letters and executive orders, CalPERS, and collective bargaining agreements (CBA). Work assignments require the application of payroll and personnel regulations and precedent federal laws, educational codes, and collective bargaining agreements. Analyzes and processes documents in CMS Administrator Workforce, Temp Faculty, Time and Labor, and Absence Management mods. Analyzes source documents for accuracy and retirement category including FICA status. Prepares and enters information for special pay transactions into ERP/HRIS (CMS) and PIMS. Processes and analyzes disability transactions for entry into CMS and PIMS. Audits MPC documents and participates on payroll projects as deemed necessary. Other duties as assigned.


Essential Qualifications:
Two years or the equivalent of experience preparing and processing payroll personnel documents. Thorough knowledge of business English, arithmetic, and general office methods, procedures, and practices. Thorough knowledge of, or the ability to acquire quickly, knowledge of the Uniform State Payroll Procedures Manual, Personnel Information Management System Manual, and other information found in state and university administrative manuals and guidelines. Ability to acquire knowledge of the Public Employees Retirement System Manual, executive orders published by the Chancellors Office, applicable state and federal laws, educational codes, and collective bargaining agreements. Ability to independently identify appropriate payroll applications and interpret complex written policies and procedures not clearly described in available guidelines. Ability to tactfully and clearly explain a wide variety of complex procedures and policies to individuals who have minimal knowledge of pay and personnel related processes and procedures. Ability to review detailed numerical records or transactions and identify deviations from applicable policies or procedures. Ability to trace and correct processing errors, print or type numbers neatly on forms, operate computer terminals for online keying of various payroll/personnel transactions, format computer data, and troubleshoot problem areas. Ability to independently draft and satisfactorily prepare, in final form, cover memoranda and responses to inquiries concerning application of payroll and personnel policies and procedures. Ability to keep abreast with changes in a wide variety of complex resource materials in order to be in compliance with university, state, federal, and educational codes, rules, and regulations. Ability to independently prepare and reconcile pay and personnel related transaction reports on staffing, classifications, employee deductions, and salary patterns. Ability to read and write at a level appropriate to the duties of the position. Ability to perform arithmetic computations rapidly and accurately. Possession of solid analytical skills, sound judgment, exceptional organizational skills, and strong verbal and written communication skills.
