Under the general direction of the Assistant Chancellor, Finance and Resource Management, the Executive Director of Budget and Planning provides campus-wide leadership and strategic planning in the areas of budget, finance, enrollment, capital planning, and management of the campus operating and capital budgets. The Executive Director is responsible for close integration and supervision of Budget, Capital Planning and Space Management, and Institutional Research, Planning & Assessment. The Executive Director is a key resource for campus principal officers and their operational/budget leads. The Executive Director provides support, analysis, guidance, and recommendations to the Chancellor and the Assistant Chancellor, Finance and Resource Management. The Executive Director cultivates active, collaborative relationships with the UC Office of the President units as well as peer offices at other UC campuses and the Santa Barbara campus at large.  

 

Requirements:  

•    Bachelor’s degree in related area of study; advanced degree is preferred. 

•    Minimum of 10 years of experience in financial field. 

•    Proficient knowledge of and experience in strategic financial and budget management. 

•    Analytical and conceptual skills applied to the resolution of complex problems with ability to identify key issues in complex situations, evaluate options, initiate strategies for resolution, measure progress, and apply course corrections as necessary. 

•    Sound leadership skills, human resource management experience, highly effective interpersonal skills, and strong written and verbal communication skills. 

•    Ability to build effective and cross-functioning teams. 

•    Ability to keep track of and complete a large number of continuing problem resolutions, projects, and requests in an environment of rapidly shifting priorities, delegating to staff as appropriate. 

•    Ability to help plan, evaluate, and assess revenue generation ideas and options. 

•    Experience in aligning resources with goals in environments of competitive demands for limited resources. 

•    Experience understanding, establishing, implementing, and maintaining information to influence senior managers and professional staff in their decision-making or to support all operations of a large enterprise. 

•    Proven ability to synthesize and communicate complex financial and budgetary information to a broad range of audiences. 

•    Experience working with others to establish policies, programs, and procedures and to arrive jointly at solutions to complex challenges. 

•    Ability to pursue principles of community (diverse, open, purposeful, caring, just, disciplined), aligning policies, practices, services, and behaviors with these principles and with establishing a diverse workforce. 

•    Knowledge of University of California budget and financial management framework is highly desirable.

Desired: 

•    Experience in higher education budget or finance environment; strong preference for University of California experience. 

•    Understanding the role of the Academic Senate in budgetary decisions under the principle of shared governance. 

•    Demonstrated achievement in facilitating revenue generation in a university context. 

•    Selected candidate will be required to pass a criminal history background check. 

•    The selected candidate will be subject to the annual financial disclosure requirements of the California Political Reform act.  

 

Salary:  Salary up to $192,600/yr., commensurate with qualifications and experience.
