Human Resources Coordinator (EEO / Recruitment)


Definition
Under the general direction of the HR Director, is responsible for coordinating a variety of professional, technical, analytical and administrative work requiring the use of independent judgment; serve as District or Campus liaison in support of Equal Employment Opportunity (EEO) programs, recruitment, staff analysis, new hire orientation and recognition events, and other assigned campus and district human resources/personnel services functions; provide specialized technical and administrative support as needed, including preparation and analysis of a variety of data and reports;; coordinate staffing studies; coordinate worker's compensation matters; lead the work of other department staff; and perform other related duties as assigned.

DISTINGUISHING CHARACTERISTICS: This position performs technical human resources assignments focused on campus recruitment and employee development activities. The incumbent will coordinate and participate in the technical activities related to recruitment, EEO programs, employee orientation and recognition, and worker's compensation. The incumbent performs assigned duties with a significant degree of independence and is expected to carry out responsibilities with initiative and creativity, exercising sound professional judgment and problem-solving skills.

EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following:
  1. Independently perform a wide variety of complex and responsible administrative, technical, and research support for the District or Campus Human Resources Office in employee recruitment, worker's compensation (campus only), employee orientation and recognition events and other related activities.
  2. Ensure compliance with Federal, State, and District Equal Employment Opportunity requirements, policies, and procedures; monitor recruitment data; coordinate training related to Equal Employment Opportunity requirements, policies, and procedures; prepare related statistical data and reports.
  3. Conduct recruitment for vacancies, including special requests for advertising and recruitment sources and special recruitment needs; assist in the preparation and distribution of job announcements.
  4. Conduct search committee orientations and oversight of search committee processes, following District policies and equal employment opportunity guidelines.
  5. Review applicant pools, screening committee participation, screening and interview criteria, and audit for compliance with EEO laws and procedures; recommend corrective measures as required.
  6. Review applicant flow and prepare tracking reports to assist in best allocation of recruitment budget.
  7. Lead department staff, providing work direction and guidance on a daily basis, provide training and guidance when needed.
  8. Attend job fairs as a representative of the Coast Community College District.
  9. Research, compile, analyze and summarize data and prepare a variety of statistical reports; gather, compile and analyze data; prepare information in written and oral format.
  10. Provide information and assistance to faculty, staff, students, and the public about the District's procedures, employment opportunities, and minimum qualifications; serve as the District or campus resource regarding equal employment opportunity requirements and employment procedures.
  11. Compose correspondence, researching, writing, editing and formatting materials as needed; participate in the development, design, or revision of a variety of department forms and documents.
  12. Maintain department calendars and coordinate meetings; prepare meeting agendas and minutes.
  13. Coordinate and organize multiple complex projects and events; analyze problems and determine appropriate course of action utilizing discretion and initiative.
  14. Work with faculty, management and other staff to communicate and improve practices and programs related to staffing and employee recognition
  15. Design, maintain, and operate systems for tracking fund allocation and expenditures; process financial transactions; maintain fiscal and statistical records; prepare periodic reports.
  16. Submit worker's compensation claims and follow-up documentation to District Risk Services Department and third party claims administrator.
  17. Provide information and coordinate worker's compensation matters between the College, District, third party claims administrator, and medical providers.
  18. Operate a computer to enter, retrieve, and organize information and data using a variety of office applications, such as word processing, spreadsheet, and data base programs (Word, SharePoint, and Excel.)
  19. Utilize a variety of computer programs such as Adobe, Front Page, Dream Weaver, Publisher, SharePoint, PowerPoint and/or NotePad to design and prepare printed materials and forms and to assist with development and maintenance of the HR Department's SharePoint site.
  20. Organize and maintain files and records.
  21. Prepare purchase orders for supplies, materials and services for the department, determining needs and researching vendors; follow up with vendors to resolve billing errors.
  22. Perform a wide variety of clerical tasks, including telephone coverage, reception, filing, and record keeping as needed.
  23. Perform other related job duties as assigned.

Qualifications
MINIMUM QUALIFICATIONS

Knowledge of :
  1. Applicable sections of State and Federal employment laws, including Education Code.
  2. Standard employment practices and procedures related to recruitment, equal employment opportunity programs, employee orientation, engagement, retention and recognition.
  3. Standard practices and procedures related to processing worker's compensation claims and forms.
  4. Personal computers and software, including advanced word processing, spreadsheets and database management.
  5. Principles of training and providing work direction.
  6. Office administration practices and procedures, including business communications, recordkeeping, and appropriate telephone etiquette.
  7. Business math and simple statistics.
  8. Professional business letter composition and report preparation.
  9. Specialized technical and administrative principles, practices, and procedures of the assigned administrative function.
  10. Research methods and data analysis techniques.
  11. English usage, spelling, grammar, and punctuation.
Ability to :
  1. Use independent judgment and take initiative in solving problems.
  2. Establish priorities; plan, coordinate, and organize work; complete assignments with limited supervision while meeting deadlines.
  3. Collect, compile, and analyze information and data for records and reports.
  4. Operate a computer using applicable software and other standard office equipment.
  5. Prepare clear, concise and accurate reports, correspondence and other written materials.
  6. Interpret complex data and analyze it against appropriate laws and codes to make inferences, provide direction and recommendations.
  7. Communicate effectively both orally and in writing.
  8. Understand and follow written and oral instructions.
  9. Learn and apply rules, regulations, policies and procedures related to human resources; assure compliance with State and Federal regulations and guidelines and District policies and procedures.
  10. Maintain records and independently prepare a variety of reports and correspondence.
  11. Exercise tact, discretion and diplomacy in dealing with sensitive, complex and confidential employment issues.
  12. Provide information and assistance to employees and the public.
  13. Lead and provide guidance to other human resources staff.
  14. Establish and maintain cooperative and effective working relationships with others.
  15. Promote and encourage a sensitivity to and understanding of the diverse backgrounds of the District community.
Education/Experience:
  1. Completion of two years college level course work in related subject areas, such as human resources, organizational development, public and/or business administration.
  2. At least four years progressively responsible work experience providing administrative or technical support in human resources preferably in a public sector organization.
  3. Or, any combination of education and experience that would provide the required qualifications.

Conditions of Employment
This is a regular, full-time, 12-month per year, classified position. The normal hours of work will be 8:00am to 5:00pm, Monday through Friday, with some flexibility required to meet the needs of the department. The effective date of employment will be arranged with the supervisor.
