Depending on Qualifications

Degree and area of specialization:

Bachelor's degree from an accredited college or university is preferred.

Preferred: CPM or CPSM certification

Minimum number of years and type of relevant work experience:

Minimum 2 years of purchasing-related work experience.

Preferred Qualifications:
Some experience using Microsoft Excel for analysis in a business/professional setting
Experience issuing bids or RFPs
Experience negotiating terms and conditions of contracts
Thorough understanding of State of Wisconsin procurement guidelines. Knowledge of Contract language appropriateness and requirements.
Knowledge of cost analysis methods.
Ability to establish high quality, effective working relationships with others. Excellent written and verbal communication skills.
Effective negotiation skills.
Extensive knowledge in the procurement of products and services.

Position Summary:

This is a Procurement Specialist position within the University of Wisconsin-Madison, Purchasing Services that provides expertise for complex and unique procurement and contracting according to the laws of the State of Wisconsin. The position is required to creatively solve procurement challenges in various industries including state of the art research technologies needed by University departments that in many cases produce leading edge discoveries.
This position is responsible for unique, complex, high dollar commodity and service contracting directly supporting the research, public service, and instruction mission of the institution. These contracts leverage volume to achieve best in class pricing for the University at the enterprise level, but which also can be used to benefit other UW System campuses, State of Wisconsin Agencies and municipalities.
This position requires advanced purchasing skills in preparing customized solicitations and contracts that are designed to accommodate changing requirements due to emerging technology or research. This position requires skills in explaining, interpreting, and negotiating legal language, and frequently interacts with UW Legal Counsel to develop contract language applicable to unique situations.
