Chief Financial Officer
Prairie State College, a comprehensive community college located 25 miles south of Chicago in Chicago Heights, has an opening for the next Vice President, Finance and Administration.
Prairie State College serves 5, 500 students enrolled in credit and adult education programs. The Vice President is the chief finance and administrative officer of the College and provides executive leadership and administrative direction to the units providing management of the College's fiscal, information technology, facilities, and public safety units and certain contracted auxiliary services including food service, vending, and the bookstore.
Reporting directly to the President, the Vice President Directly supervises the Executive Director, Information Technology Resources; Director, Physical Plant and Facilities; Controller/Director, Business Services; Director, Campus & Public Safety and Chief of Police; and the administrative assistant to the Vice President. In addition, the Vice President has an indirect supervisory relationship with unit managerial and support staff employees.
Essential Functions:
1.Serves as the principal advisor to the President on matters of finance and general administration and makes recommendations to the President regarding fiscal and operating policies and procedures.
2.Oversees the planning processes in regard to budget and finance, information technology, facilities, and public safety. Establishes goals and implementation work plans for the units in line with the College s strategic plan.
3.Coordinates the development of the annual budget, including multi-year financial projections for planning purposes and special analyses and reports.
4.Provides leadership in the recruitment, selection, evaluation and development of key staff in the units.
5.Oversees the overall development, coordination and performance of information technology resources for the College.
6.Oversees the overall facilities and equipment of the College, including the physical and mechanical infrastructure, custodial services, furnishings, construction and renovation, and sanitation.
7.Supervises auxiliary enterprises including bookstore, food service and catering, and vending.
8.Serves as Treasurer of Community College District 515, by appointment of the Board of Trustees.
9.Provides financial and administrative assistance to the College s Foundation.
10.Serves as the lead person on risk management matters, auditing, insurance, and procurement.
11.Serves as a member of the President s Cabinet, the Policy Council and the Administrative Council.
Other Duties and Responsibilities:
1.Develops and maintains proper budgeting, accounting, contracting, and personnel resources, report preparation, and management within the assigned units.
2.Assures that sufficient funds are available for the College to maintain a positive cash flow.
3.Assesses College property tax needs and prepares tax levy requests for Board approval.
4.Supervises general business functions, including bursar and purchasing.
5.Oversees activities and assets associated with public fund investments.
6.Directs the supervision of the payment for the construction and equipping of new buildings, major renovations or major projects.
7.Directs and participates in the preparation of selected state and federal reports.
8.Represents the College in local, state, and national professional organizations and establishes linkages with appropriate local, regional, and state resources and agencies and public groups.
9.Performs other professional and administrative duties assigned by the President.
Minimum Qualifications:
Master's degree in business administration, public administration, or a related field;
Significant applicable experience, including in an educational setting and at a senior-level managerial role;
Demonstrated experience managing at least two of the following:
Accounting/business operations
Information technology systems
Facilities management
Excellent oral and written communication skills.
Preferred Qualifications:
Thorough understanding of college financial administration, including fund accounting.
Management experience in a collective bargaining environment.
Knowledge of and appreciation for the teaching/learning process.
