TH Patient Accounting Specialist

Required Qualifications: Associate degree along with nine (9) years nursing home billing experience at a supervisor level or higher. In lieu of an Associate's degree, H.S. diploma plus a minimum of twelve (12) years nursing home billing experience at a supervisor level or higher. The incumbent must have hands on experience billing Medicare Part A, Part B, Medicaid, N.A.M.I. and third party for a nursing home or LTC facility. Must have previous experience with third party insurance verification and billing. Proficiency in various PC software, including Excel and Word.
Preferred Qualifications: Experience with ADL computer billing/collection system or comparable nursing home billing/collection system. Experience with preparation of various financial reports and bookkeeping. Strong interpersonal skills. Preferred experience with OIG audits and other various nursing home related audits/reviews. Prior supervisory experience with a staff of at least 5 or more employees.

Brief Description of Duties:

  • Assist the Director of Patient Accounts to develop and implement policies and procedures to insure accurate billing, patient statistics, collections, recording of patient personal accounts and petty cash.
  • With the assistance of other LISVH departments, obtain or coordinate all documents required for third party entitlement and reimbursement.
  • Due to increased demands on receivable reduction and cash collection, incumbent will be designated as an Assistant Director of Patient Accounts for the Business Office to provide continuity in the span of supervision.
  • Participate in patient financial negotiations and with the assistance of other Long Island State Veterans Home departments, assist patients or families to obtain third party financial coverage.
  • Supervise and control an in-patient filing system in a manner that ensures accurate record retention.
  • Responsible for complete accounts receivable management function, including monitoring of receivables by financial class category.
  • Monitor all patient receivables and N.A.M.I. contribution; through written or telephone contact follow up on slow or delinquent accounts.
  • Enter or supervise the entering of admitting information, patient charges, statistical and payment information on a daily basis to insure proper and timely statistic and billing.
  • Monitor and follow-up on accounts turned over to a collection agency. Review schedules and reports received from agencies for accuracy and applications.
  • Assist with referral of bad debt accounts to the Attorney General's office and write off of the uncollectible accounts.
  • Supervise the cashier, monitor cashier's functions for accuracy, control and procedure.
  • Bill self-pay, Medicaid, Medicare Part A, Part B and Part D, Veterans Administration, other third party payers, and on a timely basis.
  • Perform other tasks as assigned by Chief Financial Officer and Director of Patient Accounts.
  • Assist the Business Office in any audits, surveys or reviews that may occur.
  • Follow up with county or city Department of Social Services to determine status of pending Medicaid applications.
  • Assist the Director of Patient Accounts in supervising the staff to maintain and control a computerized patient private fund account; recording disbursements and payments to computer. Issuing checks and petty cash from patient fund bank account.
  • Verify insurance coverage prior to admission regarding amounts, coverage, etc. with HMO's and secondary insurance being certain to document person giving information and conversation.
  • Contacting HMO's/Managed care companies when resident leaves facility and again upon return, so that a new authorization number can be issued for continued billing.
  • Update the Director of Patient Accounts regarding any outstanding claims and reason for non-payment and/or denial.
  • Assist with monthly VA Federal Per Diem billing and reports.
  • Complete or supervise the submission of VA 10120SH & 1010EZ forms to the Northport VA Center in a timely manner.
  • Bill Medicaid, self-pay, and other third party payers for the Adult Day Care program. Follow up on all denied claims. Enter cash receipts and perform month-end closing and reports.
  • Assist in evaluating personnel performance and work progress when appropriate. Recommend personnel placement, salary re-classification, transfer, promotion, demotion, release and disciplinary action.
  • Train, supervise and evaluate business office staff.
  • Maintain & supervise the computerized Pharmacy billing system, QS1, (or applicable pharmacy system) for Part D billing. Enter all new resident's information, set up payer sources, check eligibility and make the appropriate changes when necessary. Keep payer sources up to date on a daily basis to ensure accurate census and billing.
  • Assist with all accounts receivable functions for the Part D billing system (QS1). Enter and record all Part D cash receipts to QS1 (or applicalbe pharmacy system), produce


Special Notes: This is a full-time appointment. 10-day internal and external search to occur simultaneously. All LISVH positions are subject to changes in pass days and shifts as necessary. Appointment to these positions requires passing a pre-employment physical examination.
