POSITION DESCRIPTION
Under the direction of the Dean, Counseling and Matriculation, plan, organize, and supervise the college’s student financial aid services; review and interpret needs analysis documents and prepare financial aid packages; assure compliance with federal, state, and program requirements; train, supervise, and evaluate the performance of assigned personnel.
SCOPE OF ASSIGNMENT
Plan, organize, develop, implement, and supervise the student financial aid program. Develop and update procedures and policies to increase the effectiveness of the district’s student aid services as mandated by applicable federal and state regulations.
Responsibilities include, but are not limited to, the following:
Administer federal, state, and institutional student aid program, including work study, federal and state grants, loans, fees waivers, and scholarship funds to assure that eligible students receive assistance, information, and funds.
Audit and reconcile funds; audit and review student aid programs.
Supervise and coordinate the day-to-day operations of the Financial Aid Office; monitor work flow and productivity; review student files and proposed aid packages to assure conformance to established standards and procedures; correct errors as necessary.
Assist students and provide technical guidance in completing application forms and obtaining required documentation; explain and interpret aid program regulations, restrictions, and procedures.
Determine eligibility for financial aid in accordance with the appropriate regulations, guidelines, and procedures for various aid programs and college policies and procedures; develop the procedures necessary to package aid funds in compliance with applicable regulations and guidelines.
Interpret and implement federal and state regulations governing financial aid programs; maintain current knowledge of regulations; develop and implement policies and procedures to comply with changes in regulations, the law, and college needs.
Oversee the implementation of technology-supported services utilized in the administration of student aid programs; develop/modify processes and procedures to effectively utilize available technology including computers, electronic communication options, Internet, and web-based resources to assure accurate and timely delivery of student aid funds to eligible students.
Monitor satisfactory academic performance of aid recipients; apply probation and disqualification policies and procedures as appropriate.
Assist with the selection of new staff; train, supervise, and evaluate the performance of assigned personnel; provide technical direction and guidance; counsel and discipline employees as needed; develop work and vacation schedules to assure appropriate staffing levels and workloads.
Assist in the preparation of the budget; identify staffing and equipment needs; participate in program evaluation; coordinate the preparation of the institutional request for federal financial aid program funding; prepare and maintain records, files, and reports related to financial aid operations.
Complete federal, state, and institutional reports and surveys regarding financial aid.
Monitor the status of program funds; prepare student budgets and disbursement guidelines; account for proper expenditure of all student aid funds.
Advise and consult with various campus decision-making groups regarding issues affecting financial aid programs; communicate with campus personnel, outside agencies, and the public to provide assistance and information regarding financial aid policies and procedures.
Attend meetings, workshops, and conferences as appropriate.
Perform related duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor's degree.
Two years of technical experience in student financial aid and two years of supervisory experience.
Experience with technology-supported systems used in the administration of student financial aid programs.
Clear evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
Knowledge of:
Need analysis and packaging concepts;
Federal and state programs that provide financial assistance to students;
Eligibility requirements and application procedures for federal and state student aid program;
Laws, rules, regulations, and policies governing federal and state student aid programs;
Modern office practices, procedures, equipment, and record-keeping techniques;
Principles and techniques of supervision, training, and employee evaluation;
Financial and statistical record-keeping techniques.
Ability to:
Plan, organize, and supervise the operation of the Financial Aid Office;
Analyze data and determine eligibility for financial aid;
Maintain current knowledge of guidelines, regulations, and application procedures for a variety of student financial aid programs and reporting requirements;
Communicate effectively both orally and in writing; prepare and deliver oral presentations;
Analyze situations accurately and adopt an effective course of action;
Read, interpret, apply, and explain complex rules, regulations, policies, and procedures;
Establish and maintain cooperative and effective working relationships;
Plan and organize work, direct the work of others, and meet timelines;
Develop and implement processes and procedures to support changes in regulations, college policies, or student needs;
Utilize technology to support and enhance financial aid services and comply with federal and state reporting requirements.
DESIRABLE QUALIFICATIONS
Master’s degree.
Supervisory/management experience in a California Community College setting.
Familiarity with Datatel’s Colleague Administrative database or similar fourth-generation software.
Five (5) years of increasingly responsible experience in financial aid, including at least three (3) years of experience in a supervisory capacity at the college level.
CONDITIONS OF EMPLOYMENT
This is a 12-month, full-time position. Level III Range 20 of the Management Personnel Plan, with a starting salary range of Step A, $7,403/month to Step C, $8,173/month. Progresses over time to $9,951/month. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined. THE SELECTION PROCESS

THE COLLEGE
Chaffey College, one of the first colleges to be established in California, is a two-year public community college situated in an area of natural and tranquil beauty in Southern California. CURRICULA
Chaffey College has lower division courses for students who plan to transfer to a four-year college or university, occupational courses for students who wish to gain competence in employable skills, or who wish to improve their skills, and general education courses for all students to provide them with an awareness of the ideas and ideals of our cultural heritage.
Transfer programs meet the lower division requirements of four-year colleges and universities. Occupational programs are kept current and latest information on occupational requirements is made available to students through interaction with community leaders and advisory committees.
In addition, Success Centers, both on- and off-campus, provide the community with resource centers for the development of basic skills. At these centers, students can improve their basic skills and secure tutoring and special supplementary materials.
