DIRECTOR STRATEGIC IT PROGRAMS

Job Description: The Director of Strategic IT Programs will lead, manage and enhance the implementation of various campus wide academic technology initiatives on a local and national level in support of the ITCS mission. The position will be responsible for leading the process of promoting awareness and rapid scale-up of strategic technologies which focus on ECU's prominence in teaching, research and service through campus partnerships and strategic vendor alliances. This person will seek non-traditional state sources of funds for innovative campus information technology projects through local and federal programs in the areas of security, campus safety, medical, and distance learning. The position will participate in developing short and long-range technology strategies to ensure the campus IT strategic plan is in alignment with the Universities strategic direction. Additionally, the role will focus our efforts in the areas of assessment and performance management disciplines to ensure our services are of the highest quality. The position will establish and maintain close working relationships with key functionaries in partner organizations, government agencies and other organizations working nationally in the technology field. The position will report to the Office of the CIO and will be a member of the executive management team.

Research new and innovative technologies that enable ITCS to successfully meet our strategic priorities and continue our national prominence as technology leaders.
Promote areas of IT Excellence at state and federal levels as part of an overall funding campaign in coordination with Academic Affairs and Research & Graduate Studies.
Seek and develop strategic vendor alliances (CISCO, Dell, Lenovo, IBM, EMC, etc..) that will enable campus departments to benefit through internships, donated hardware/software resources and job placement for their graduates.

Develop an ITCS services catalog and subsequent release schedule for product updates and new services.
Provide high-level analytical support and advice to the CIO on technology-related matters including cost/benefit analysis on specific items contained in our IT portfolio.
Develop and maintain ITCS performance metrics that demonstrate value of our services to campus.
Direct ITCS efforts to establish a quality improvement program by participating in the Baldridge National Quality program.

Direct and establish an assessment process that provides continuous feedback from faculty, staff and students as part of our ongoing quality improvement program.
Serves as the chair of various university information technology and strategic planning committees.
Responsible for coordinating development of the technology plan and identifying associated priorities, opportunities and risks.

Anticipate significant system and industry directions, presenting information and analysis to facilitate a proactive approach to problems and opportunities to the CIO/University leadership.


Minimum Qualifications: Masters degree from an accredited four year college or university in computer science, management, education, or related field with a minimum of five years experience in the management of information systems within an educational environment or an equivalent combination of education and experience. Additional skills in the following areas are considered crucial to the success of this employee; strategic planning, budgetary planning and analysis, educational administration, instructional technology, research methodology, educational curriculum design, current knowledge of available computing technology, and the applicability of current computing technology to provide University related solutions. Good communications skills and an affable persona are desirable traits.
