Eastern Connecticut State University (ECSU) is a public liberal arts institution characterized by an increasingly residential population, an innovative undergraduate program, and dynamic programs of professional preparation. Associate Director for Fiscal Affairs-Acquisitions
The successful candidate will be responsible for overseeing the University s purchasing activities, receiving and stores operations, and the fixed asset record and inventory system, as well as creating and reviewing various types of business contracts and agreements.
Administers system to secure all contractors services and all materials and supplies by bid and purchase order, and/or personal service agreements
Works with appropriate University staff in drafting RFP s, RFQ s, and lease/purchase arrangements and evaluating vendors proposals upon return by deadline
Aggressively seeks new competitive sources for all goods and services by participating in consortia arrangements with other state universities and colleges, state agencies, and other buyers to identify opportunities for cost savings
Coordinates on bidding all capital projects whether administered by the University or the State Department of Public Works to assure that sufficient lead times are maintained for designing, bidding, awarding, and construction
Supervises Receiving and Stores Section, overseeing the University s fixed asset recording and monitoring system, and administering the State Comptroller s Property Inventory Control System to complete the annual Property Inventory Reports
Makes recommendations on University purchasing and fixed asset policy and procedure
Represents the University on system-wide acquisitions committees to draft appropriate policies and procedures for the Acquisitions under the state s Flexibility Statutes
Qualifications:
Master's Degree required
Five or more years of experience in a comprehensive goods and services purchasing operation and in management of fixed asset inventories
Strong supervisory ability along with the capacity to work collaboratively with internal and external contacts
Demonstrated experience in creating and reviewing contracts, agreements, RFP s, and RFQ s
Competency with integrated information systems a plus
Qualifications may be waived for individuals with appropriate alternate experience.
