Eastern Connecticut State University, Connecticut's public liberal arts university, invites applications for the following executive level position.
Associate Vice President for Finance and Administration
Under the supervision of the Vice President for Finance and Administration, the Associate Vice President is responsible for major roles in the development, preparation, and execution of institutional spending plans and budgets for all funds administered by the University, recommendations of fee changes and/or new fee initiation proposals, and development and implementation of methodologies to link financial planning with achievement of institutional effectiveness.
In addition, this official provides oversight of the functions administered by the University's Controller's office, including accounting, accounts payable, grants accounting, payroll, and the bursar s office; and also is responsible for overseeing services provided by the Acquisitions Director and staff in purchases for goods, supplies, and contracted services; and receiving, and inventorying and accounting of fixed assets.
Qualifications: At least seven years of experience in progressively responsible budget management, including expertise in fiscal policy determination, resource allocation, and planning for spending priorities. Prior experience in budgetary processes ranging from the policy level of state government to the operational and accountability measures required of higher education institutions is highly preferred. Expertise also desired in managing systems for financial controls, processes, and fiscal reporting. A record of success in oversight of purchasing-related functions and fixed asset management is preferred. A Master s Degree in finance, business, or related area is required. These qualifications may be waived for individuals with appropriate alternate experience.
