POSITION DESCRIPTION
The Dean serves as a college-wide administrative officer. The Dean should provide opportunity for involvement by staff as appropriate in consideration and discussion of the development of policy, procedures, and programs. Under the direction of Vice President of Instruction, the Dean plans, organizes, controls, and directs the programs, projects, and activities of an assigned instructional and/or instructional support unit; provides leadership for faculty and staff in offering quality educational and support services for college students. The leadership, supervision, planning, implementation, and coordination responsibilities entail working with managers, faculty, staff, students, and appropriate college committees and councils to assure that the instructional goals and delivery systems are meeting student-learning needs and are in consonance with district goals and objectives. In addition, this individual must function effectively as a member of an administrative team and must work well with and evidence sensitivity toward persons at all levels of the College.
SCOPE OF ASSIGNMENT
The Dean is responsible to the Vice President of Instruction for leadership, direction, general supervision, and evaluation of the programs and services of the areas of the assigned educational units of, but not limited to, learning support services, enrollment management (including basic skills initiative and student learning outcomes), summer school, professional development, and distance education. This individual will serve as the campus-based liaison for the College’s student learning outcomes and work with the appropriate administrator(s), faculty and staff for the integration and planning of curricular offerings and services into the instructional units of the college.
RESPONSIBILITIES
General Duties:
• Serve as administrative representative on college curriculum committee;
• Supervise summer session programs;
• Plan, organize, control, and direct assigned instructional units in addition to assigned
instructional support services;
• Ensure integrity and compliance of college curriculum, set priorities for resource
needs, provide program analysis and multi-year educational plans, and participate in
strategic and long-range instructional planning for the district;
• Develop the unit budgets and manage financial resources consistent with district
policy and sound financial management principles;
• Maintain current knowledge of new developments and innovations in community
colleges and higher education in general; recommend changes to maintain relevance of unit programs and to meet student and community needs;
• Assure proper use and security of assigned facilities, equipment maintenance, and compliance with health and safety regulations;
• Prepare reports and presentations as necessary to various groups with the district, community and state;
• Provide leadership for the development and administration of a library infrastructure that supports the physical and access requirements of students and faculty which includes: housing all needed collections and resources; the training and instructional activities of the library; adequate functional space and resources; access to all collections, resources, training, and assistance for all library users; and integrate all current, new, and emerging technologies for the use of recorded knowledge, information, and data.
• Provide leadership for the development of services, activities, and programs that support new ways of teaching and delivering information resources.
• Ensure that library staff is responsive to the increasing diverse cultural and learning needs and circumstances of the library’s users.
• Communicate, consult, and collaborate with faculty, management, and staff on matters relating to the library/learning resources.
• Supervise, coordinate, assign duties, and evaluate the performance of assigned staff; provide orientation in-service training and staff development as applicable; administer articles for collective bargaining agreement.
• Prepare strategic plans and statements of goals and objectives for areas of responsibility.
Instructional Programs & Services:
• Educational Support Services: Catalog and class schedule development and operational curriculum oversight and accountability.
• Library/Learning Resources: Provide leadership for the planning, organizing, directing, and evaluation of the college’s library and related learning resources.
• Instructional Programs & Services
- Scheduling: Provide leadership for the planning, development, coordination, and evaluation of the college’s scheduling in concert with the deans and other appropriate administrators and staff;
- Summer School
• Provide leadership for the planning, development, coordination/supervision, and evaluation of the college’s summer school in concert with the deans and other appropriate administrators and staff;
• Consult with appropriate administrators and faculty to design a summer program schedule of classes;
• Provide for the coordination of facilities and support services for the summer program;
• Evaluate the effectiveness of programs offered during the summer session(s);
- Enrollment Management
• Serve as the campus-based liaison for and with the college’s outreach programs working with the appropriate administrator(s) and staff for the integration and planning of curricular offerings and services into the instructional units of the college;
• Develop outcome measures for and evaluate student success of the college’s outreach and high school curriculum offerings in concert with other instructional managers and the Office of Institutional Research.
- Learning Support
• Provide leadership for the planning, development, coordination and
evaluation of the college’s basic skills initiative which includes the various success centers, first-year experience, tutoring, student learning outcomes, etc.
• Provide leadership for the planning, development, coordination and evaluation of the college’s professional development and distance education programs.
MINIMUM QUALIFICATIONS
• Master’s degree in a discipline taught by the college from an accredited institution, or possession of a valid California Community College Administrator’s Credential, AND
• One year formal training, internship, or leadership experience reasonably related to the administrative assignment.
• Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
• Knowledge of:
- Developmental education and learning theory;
- Higher education in community colleges, including the mission of the California
Community Colleges;
- Multiple methods of instruction including distance education;
- Curriculum development;
- District organization, operations, policies, and objectives;
- Policies and objectives of assigned support services programs and activities;
- Principles and practices of administration, supervision, and training;
- Budget preparation and control;
- State reporting system and procedure;
- Community college instructional programs principles, practices and procedures;
- Applicable laws, codes, regulations, policies, and procedures.
• Ability to:
- Analyze learning tasks and the application of cognitive development to adult
learning;
- Plan, organize, direct, and evaluate the activities and personnel of the assigned
area;
- Develop and evaluate comprehensive plans to meet current and future needs of
the assigned area;
- Apply current and emerging information, networking, and instructional
technologies for the school;
- Manage facilities and equipment; develop and effectively manage budgets;
- Train, supervise, and evaluate personnel;
- Apply and use effective interpersonal skills;
- Communicate effectively both verbally and in writing;
- Work effectively with students, faculty, and staff at all levels of the College’s
organization;
- Interpret, apply, and explain rules, regulations, policies, and procedures;
- Work effectively with students, faculty, and staff from multi-cultural backgrounds and promote access and equity;
- Maintain current knowledge of program rules, regulations, requirements, and restrictions;
- Analyze situations accurately and adopt an effective course of action;
- Meet schedules and timelines;
- Plan and organize work;
- Work cooperatively and coordinate projects with other administrators and staff to
offer effective services to students;
- Identify resources and develop grant or special projects applications;
- Work independently with limited supervision.
DESIRABLE QUALIFICATIONS
Preference will be given to those candidates who establish the highest level of professional competency as evidenced by:
• Earned doctorate.
• Understanding and appreciation of the mission of the community colleges and the
ability to interpret it to all constituencies.
• Demonstrated experience or commitment to integrating new technologies into the
learning process and understanding of current and emerging instructional delivery
technologies.
• Community college teaching experience preferably in one of the areas supervised.
• Ability to work effectively with community groups, educational entities, business,
industry, government, and legislative bodies to develop partnerships and coalitions
which result in better service to the community and students.
• Ability to challenge and motivate staff and communicate effectively with a wide range
of constituencies.
• Extensive and progressively responsible experience in the administration of
educational programs and services or reasonably related field including at least
three years in a university or community college environment.
• Evidence of appropriate academic preparation or significant administrative
experience in the areas of leadership, organization, planning, development, staffing, budget management, evaluation, and supervision reasonably related to the administrative assignment.
• Commitment to the philosophy and value of institutional collaborative governance based upon a genuine sharing of responsibility.
CONDITIONS OF EMPLOYMENT
This is a 12-month, full-time position. Level II Range 32 of the Management Personnel Plan, with a starting salary range of Step A, $9,956/month to Step C, $10,991/month. Progresses over time to $13,383/month (salary schedule effective 7/1/09). Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.

THE DISTRICT

THE COLLEGE
Chaffey College, one of the first colleges to be established in California, is a two-year public community college situated in an area of natural and tranquil beauty in Southern California. The Rancho Cucamonga campus occupies 200 acres of rolling lawns and native foliage in the foothills of the majestic San Gabriel Mountains. Founded in 1883 as a private college, Chaffey has been a publicly funded college since 1916. Chaffey courses are offered at the College’s three campuses in Rancho Cucamonga, Chino, and Fontana.
CURRICULA
Chaffey College has lower division courses for students who plan to transfer to a four- year college or university, occupational courses for students who wish to gain competence in employable skills, or who wish to improve their skills, and general education courses for all students to provide them with an awareness of the ideas and ideals of our cultural heritage.
Transfer programs meet the lower division requirements of four-year colleges and universities. Occupational programs are kept current and latest information on occupational requirements is made available to students through interaction with community leaders and advisory committees.
In addition, Success Centers provide the community with resource centers for the development of basic skills. At these centers, students can improve their basic skills and secure tutoring and special supplementary materials.
