POSITION DESCRIPTION AND DUTIES

This position reports to the Senior Vice President and Chief Operating Officer and provides financial management, strategic planning, and analytical support to the entire College. The Assistant Vice President will be responsible for strategic financial planning, managing the College s budget and developing policies and procedures related to the Financial Management of administrative, student support, and academic services. Reporting to the Chief Operating Officer, the Assistant Vice President for Finance and Budget will manage day-to-day business and accounting affairs of the College, coordinating, planning and reporting on the financial activities of the College.

The Assistant Vice President has the following responsibilities:

  • Oversee the College Budget and Planning process which manages the College s full time, adjunct, temporary services and other than personnel services (OTPS) funds.
  • Oversee Purchasing, Accounting, Accounts Payable, and Property Management Departments. Set College financial policies and procedures in these areas.
  • Establish and administer the implementation of sound record keeping and control systems that maximize efficiency and accuracy.
  • Ensure compliance with all appropriate City, State, Federal and GAAP accounting and regulatory issues.
  • Act as campus liaison to the University Budget Office.
  • Plan, develop, organize, implement and evaluate the College s administrative and support functions and create an assessment program to comply with Middle States Assessment standards.
  • Initiate, institute and oversee policies and procedures that will improve service delivery and improve operational efficiency and productivity.
  • Provide timely and accurate analyses of budgets and project proposals.
  • Assist the Chief Operating Officer in developing the College s annual and projected budgets.
  • Review departments annual budget requests and make recommendations.
  • Develop all funds budgets for the departments, schools, centers and institutes within the College.
  • Benchmark best practices at other institutions for possible incorporation at Medgar Evers College.
  • Recommend productivity and streamlining operations as part of the budget process to ensure the maximum services at the least costs.
  • Represent the Chief Operating Officer on various committees and task forces.


QUALIFICATION REQUIREMENTS

Candidates must have least a related bachelor s degree, advanced degree preferred, and ten (10) years of progressively more responsible senior level experience in a broad variety of management areas, including fiscal and supervisory responsibility and budget management, preferably in a large public institutional setting. Further criteria include knowledge and appreciation of the complexities facing a comprehensive college in the twenty-first century, a record of leadership and success in strategic planning and problem solving, and an advanced degree in a related field preferred.
