Job Description: The Division of Health Sciences is the largest and most complex division within the University, employing more than 700 EPA employees and 1,700 SPA employees. The Division is composed of numerous Centers, Institutes, and agencies such as East Carolina Heart Institute and Eastern Area Health Education Center, the Colleges of Allied Health Sciences, Nursing, the Brody School of Medicine, the School of Dental Medicine, and the Laupus Health Science Library. In addition to the Academic and Administrative responsibilities of the division, the four professional schools provide clinical services throughout eastern North Carolina in a variety of settings and venues.
The School of Dental Medicine is composed of nine administrative offices and four academic departments. The Administrative units include the Offices of the Dean, Vice Dean, Associate Dean for Student Affairs, Associate Dean for Research, Innovation and Discovery, Associate Dean for Clinical Affairs, Assistant Dean for Extramural Clinical Practices, Assistant Dean for Dental Education and Informatics, Assistant Dean for Educational Support and Faculty Development and the Executive Director for Business and Financial Affairs. The four academic departments are Surgical Sciences, Pediatric Dentistry and Orthodontics, General Dentistry and Foundational Sciences and Research.
The position: Oversees the day-to-day operations of the School's EPA and SPA human resource operations including hiring, training, supervision and evaluation of an EPA Coordinator, an SPA Coordinator and 1 part-time administrative support position. Will administer a recently implemented faculty at-risk/incentive plan that adds significant complexity to the compensation model. Works with the School's Director of Finance to optimally fund faculty and staff positions within budgetary parameters using a balance of State funds, research funds, Graduate Medical Education funds and clinic funds; Analyzes operational workflows and assists the Executive Director in developing school-level policies and procedures to improve operations and assure compliance with federal, state, university and division guidelines; Serves as the resource person on all levels of policy interpretation (federal, states, university, division and school) related to hiring, disciplinary actions, compensation, performance evaluation, etc.; Maintains the school's organizational chart, in collaboration with the Executive Director; Completes annual surveys for professional organizations, such as the American Dental Education Association's (ADEA) survey on faculty compensation and benefits; Works closely with the EPA coordinator and senior leadership to implement faculty on-boarding and credentialing processes that meet regulatory and operational needs while being reliable, minimally intrusive on faculty time and expedient. Has the level of detailed expertise to serve as back-up for the EPA and SPA coordinators during absences and peak volumes; Works with school peers and leadership to determine staff and compensation reporting needs and either develops or coordinates the development of informational reports utilizing ecuBIC and Microsoft office data management software.
Minimum Qualifications: Bachelor's degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Special Instructions to Applicants: This position is subject to the Career Banding Salary Administration Plan. If candidates are not identified at the Journey level, management may consider candidates at a lower competency level. Pay will be commensurate with applicant's competencies as well as budget, equity, and market considerations.
Salary Grade Equivalent: 67 (for reduction-in-force priority purposes only)
