Job Description: This Student Services Specialist will serve as Planning, Marketing & Information Technology manager, performing consultative/analytical, technical, and public communications and marketing-related duties for the East Carolina University Student Transit Authority (ECUSTA).
This position provides consultative/analytical work in planning, developing, implementing, evaluating, organizing, and promoting operations/processes. Work involves designing, conducting, and evaluating projects and/or planning studies. The selected candidate will collect, organize, and present data; conduct system and/or planning studies; develop, coordinate, and formulate project proposals; develop services, studies, program objectives, and operational plans; evaluate and monitor projects; select, collect, and analyze data; prepare reports; and provide training and consultation in related activities and/or programs. This position is responsible for analyzing information related to program objectives, strategies, and budget; identifying project parameters; and selecting analytical techniques. The position is also responsible for process monitoring, analysis, and quality improvement, as well as for developing, communicating, training, presenting, advising, and assisting citizens, local and government officials, and clients in the applicable proposals and plans/programs.
This position also does technical work in providing consultation, support, and/or training for information technology based systems. The selected candidate will provide technical support of hardware, applications, operating systems, and networking and may participate in applications development and system integration.
The selected candidate will perform a range of a public communications and marketing-related work. Work involves both internal and external communication efforts including market, material, and project research and includes developing and delivering promotional and informational materials through a variety of communication media. The selected candidate will be responsible for the interpretation and dissemination of technical or program specific information through a variety of communications mediums in order to stimulate interest in programs/services. This work may include the following: writing and editing news and informational materials, as well as handling graphic design and production of materials; preparing and disseminating news releases and feature stories through various media outlets; public relations activities that involve directing a broad communications program; and developing and managing print, electronic, broadcast, and/or web-based content. Work may also include developing and recommending communication strategies. The selected candidate will initiate, develop, and maintain working relationships with key internal and external individuals and organizations.
The ideal candidate will possess a minimum of one year of experience in transportation administration or transportation planning and will be familiar with the operations of fixed route and special event/charter services as related to transit-style buses in a public or university setting. The ideal candidate will also possess knowledge of and experience with personnel/materials management and customer service. Strong verbal and written communication skills are essential. The position necessitates that candidates possess an in-depth understanding of a wide variety of technologies in order to effectively support departmental applications and provide technical guidance.
Minimum Qualifications: An appropriately accredited bachelor's degree or an equivalent combination of training and experience.
Special Instructions to Applicants: The selected candidate will be expected to exercise confidentiality in accordance with policy and state, federal, and local laws such as FERPA and HIPAA. The selected candidate will also be expected to understand and interpret state, federal, and local laws and regulations. It is critical that the selected candidate be able to maintain a valid class B CDL with passenger endorsement and no air brake restriction. The selected candidate must also be able to meet the DOT's physical requirements and maintain a valid DOT medical card.

This position is subject to the Career Banding Salary Administration Plan. If candidates are not identified at the Journey level, management may consider candidates at a lower competency level. Pay will be commensurate with applicant's competencies as well as budget, equity, and market considerations.
Salary Grade Equivalent: 67 (for reduction-in-force priority purposes only)
